Recently, the consortium of WELLE group, SDIC Eco-Environmental Investment Development Co., Ltd. and Shanghai Construction No.7 (Group) Co., Ltd. signed new contract of Shanghai Minhang District Landscaping & City Appearance Administration Bureau Maqiao Recycling and Utilization PPP Project.
With a total value of $82.6 million, the project will provide treatment services of decoration and demolition garbage from construction garbage to Shanghai Minhang District and some central districts of Shanghai. The overall design capacity of the project is 700,000 tons of construction waste per year (based on 2,100 tons per day, among which 1,050 tons is decoration garbage while 1,050 tons is demolition garbage and 333 days of annual operation) and BOT operation mode will be implemented.
As subsidiaries of the central and state-owned enterprises, SDIC Eco-Environmental Investment Development Co., Ltd. and Shanghai Construction No.7 (Group) Co., Ltd. are equipped with strong capital strength and professional ability. The cooperation between WELLE Group and the above-mentioned enterprises will ensure the smooth implementation of this project from various aspects such as capital, technology and personnel.
The project will adopt the high-standard and advanced technology of "crushing + screening + wind + NIR" as the main technology, which is a mature and reliable process. The key equipment will use top-tier imported equipment from Germany with high level resource utilization. The construction aggregate after treatment will be used for brick making and recycled concrete. The metal, wood and plastic in the construction waste are sorted and recycled to the greatest extent, so that the construction waste truly becomes "urban minerals". The underground layout of the treatment device and perfect environmental protection facilities ensure the health of the employees in the plant and the neatness and quietness of the surrounding environment. The overall garden-like design of the exterior of the plant area provides a good place for residents to relax. After the project is completed, it will become a benchmark project in China with a clear demonstration role.
The utilization of renewable resources is an integral part of the construction of ecological civilization, an important link of the circular economy, and an important channel of waste reduction and recycling. The smooth implementation of Maqiao Recycling and Utilization PPP Project will further expand the urban development space, optimize the urban functional layout, and further improve the living conditions and production and operation environment of local residents, which is of great significance for promoting the local economic and social development.
